Fix windex (task)

Status as of 5/25/2008:

Square tabs were missing on windex and the wire "arms" were loose.

The wire arms have been shored up with wire and epoxy.

New tabs will be fabricated out of plastic and adorned with reflective tape.

The vane has been rebalanced.

Status as of 6/14/2008:

The windex is repaired.

It has been suggested that it should not be re-installed until after the mast is stepped to prevent damage.
